From an employer's perspective. I need to know step by step stuff. It's for my speech in class

Depends on what job you're talking about. Some are little more than a local"criminal record check" and perhaps to verify your address.
Others, such as purchase of a firearm, may require coordination with a national database of registered offenders (felonies, drug misdemeanors, domestic violence, mental institution, etc).
The most extensive BI would be for handling classified information and would require you to submit fingerprints and fill out forms that disclose not only any criminal offenses you have every been arrested for or charged with (including those in sealed or expunged records), but also any other names you have ever used, military info, every identification known to man (mother's maiden name, ssn, passport number, etc), every place you have lived (in the last ten years), who you lived with, what their nationality is, how to contact them, what was the address and landlord's name, every job you have ever had, what you did there, where it was and how to contact them, every organization of which you have ever been a member, where they are located and what they do and whether you were an officer, every school you have attended, where it is located and whether you graduated, any government licenses you may have (driver, pilot, CDL, lawyer, doctor, etc) every place you have ever visited outside of the USA, when that was, why you went, what you did there, the name, address and phone number for your spouse, children, siblings (including half-brother/sisters), parents, in-laws, step children or parents, and anyone else who has ever lived in the same house with you, what each of their citizenship statusus is, any foreign nationals with whom you or your spouse have a "friendly" relationship (in the last 7 years), any money or investments you have in another country, any consulting or recommendations you or your family have made for any foreign entity, any mental health counseling you have received, and so forth. Then there are specific questions about any "bad habits" such as gambling, being fired or asked to quit a job, use of any illegal drugs (in the last 7 years), history of alcohol problems, whether or not reported, bankruptcies, repossessions, bills turned over to collection, tax problems, alimony, any loans you have outstanding, any computer hacking, involved in any lawsuits or administrative actions, etc.
The investigators will then work up a profile and start checking your answers and interviewing people who you used to live with or near, and (more importantly) anybody who is known to have ever disliked you for any reason. You will then be interviewed by anywhere from one to three investigators and quizzed on your application, and asked to "explain" any odd reports they may have compiled about you, and finally you will be given a polygraph examination to try to get a baseline for your truthfulness on answers to questions such as, "have you ever committed a crime?"

I've reported a number of spam questions, hopefully Yahoo can block the person creating the spambots to post the question.

Yes! We are all fed up.
You are seeing it over and over again because it's spam!
It gets deleted right away because there is a concerted effort by the Community to keep the users safe from these scams and viruses

There is no "real link"
The LINKS that have been spammed on Y!A for several weeks are actually a link to a fake site that is a money making scam and it is maliscious
If you go there , you may be asked to give info to "register"
That info will be used to swindle you.
Even just entering their blog-site can put you, your computer ,your security and your pocketbook at RISK
Do NOT take any "quiz" Nor any "Tests" about your fate (ie How will you die?)

The next cell phone number that they post fees too, could be your friend or relative. And the next computer that they infest, could be your own.
