Computer Worm and System Restore?

Okay here is the full story.

On 7/22/13 I was sent a link and when i pasted it onto my browser, it installed something, as it was downloading i quickly clicked cancel and thought my problems were gone.

On 7/23/13 I was on youtube and my webcam turns on, Now everytime i, or someone else turns on my webcam, a "Webcam Effects" pop up will pop up. I disregarded this and closed out but kept coming back, Now i have a piece of tape covering my Built In Webcam 24/7 since i got my computer so they could not see me. After constant pop ups of the effects program, i got scared and disabled my webcam via Device Manager.

Now right after i disabled it, a message poped up saying "Dont Disable it!" followed by another one: "Retard" Right after this I turned off my laptop and removed the power cord. A few hours later i downloaded Microsoft Security Essentials and after a quick scan, it turned out i had 2 threats, one of them being a Worm. I did a bunch of stuff to get rid of it and after a while, i lost my internet. (I got an icon of a computer with a red X where my wifi bars should be) I decided to do a system restore to 4 days before i got the virus and now everything is working well and i got my internet back and everything seems to be well.

My question is: Will the virus come back after i system restored?
If i lose my internet to an icon of a computer with a red X where my wifi bars should be, how can i get it back?

I have nothing important on my computer, no credit cards or any info whatsoever on it. My laptop is used for entertainment purposes only.

I have Windows 7
Im certain i got the worm on 7/22/13 around 8:00pm? and was affected the 23rd at around 4:00pm
Another thing im worried about is if this guy wakes up and notices that i system restored and he tries to hack me again.

Based off of what you have said, no. Put some good AV software on your computer (I recommend Kaspersky). Depending on when you downloaded the Worm, it could come back. Obviously, DO NOT RUN RANDOM PROGRAMS!!! If you want to see a picture and it ends in .exe, .msi, .vbs, or .bat DO NOT RUN IT. The following files could contain viruses. Only run them if you are downloading a program and you trust the source.

So no, it probably won't come back if you are careful about what sites you go on.
