All computers in the world have different time scale, Even the computer may have incorrect time, yet how the routers does the routing packets in time correctly, why its does not confuse.? Do it use separate time convention all around the world.?

When I try to view websites with certain Unicode language characters on websites (like Wikipedia) I can't actually see the characters. All I get is domino-like boxes with numbers in them, like this: âµâµâ´±âµ¢â´°. How can I be able to actually view these?
