Q. i was thinking about changing my ip address because i moved from the u.s. to canada. Now that i'm in canada, i can't watch lots of stuff because my computer always says, "this video isn't available from your location" or "this video can only be viewed from within the united states" i heard you can fix this by changing your ip address. If i change my ip address, does my computer slow down or anything? Will any of my info get hacked or anything? I just want to know if anything bad happens in general?

If you moved from the US to Canada, then your IP address is already changed. Your IP address is assigned by your internet service provider, which I assume is now different since your living in a different country.

If each computer has to have a unique IP address, how are there enough to address all of the computers in the world that are hooked up to the Internet? Are the addressed only assigned per ISP? Then wouldn't the same IP address be used on different computers by different ISP's? What happens if an ISP runs out of IP addresses?

before the advent of IPv6, there was subnetting and NAT. this is probably in use in your house right now.
If you have a router from the internet provider then you probably have a subnetted network on the inside of that router using what they refer to as "private addressing". Private addresses start with the first two octets "192.168" (as well as a couple others but let's not go into that). When you subscribe to verizon (or whoever) for your internet, they DYNAMICALLY assign you an IP address. Just one. this IP address is assigned to the outside of your router. your computer gets a private IP address from your router and maps it to the outside. so lets pretend your laptop is using 192.168.1.2. The router probably assigned it's inside address as 192.168.1.1 (a number on the same network). when you try to go to yahoo.com, it sends the request from 192.168.1.2 to grab the info displayed at port 80 on 69.147.76.1(yahoo). the packet tells it to send it back to your router's outside ip address from verizon(or whoever). the packet is delivered to your router and FORWARDED to the NAT address of your computer on the inside.

With this schema, the 4,294,967,296 IP version4 addresses can be stretched to 1,090,921,693,184 addresses. Believe it or not, we still ran out in March of 2011. so IPv6 offers sextillions of addresses to accomodate all your netbooks, ipods, ipads, cell phones, smartphones and internet connected devices.
