Ok, on my Laptop, I have Norton Anti-Virus Protection. Just now, it blocked a high risked attack from someone who I don't know (cause no name is revealed). Norton gave me their IP address and all their computer basic info. How do I report their IP address so that it never happens again?

What you are seeing is the internet noise. You apparently have a direct connection to the internet or it could be another computer on your home network if you are behind an NAT firewall/router/modem like most DSL/cable subscribers..
As far as reporting it, you are familiar with proper procedures for collecting criminal evidence right? You saved all the log files and information from the attack with times and dates and who handled all the information right? You removed the hard drive and made sure it didn't get modified because the police will need it for evidence to back up your claims that the files you copied are exact copies of the actual files. I hope you didn't have anything important on the laptop. They may just take that.
In all honesty, the best advice is to turn off the warnings from the Norton Firewall. Get on with your life and hopefully your firewall will continue to do it's job.

how to change my computer info around blocked internet?
Q. My brother scheduled my computer internet for no reason -__-. He logged onto the router ip and changed the password and he scheduled rules on my computer I can go on internet for certain times its annoying. How do I change my computer info so my router would think i'm a new user?

It could be based on 2 things. Either the IP address or the Mac Address.
If it's IP
try looking at your ip address now. Then look to set it static to something close to your orginal IP. If it's IP based, then you shouldn't have a problem with time.
If it's mac address
You can spoof your mac address, but it's a little beyond me
