I have a Dell laptop (Win 7) and in Disk Management I am told that I have a Recovery Partition and an OEM Partition in addition to the main C partition. Can you please explain to me what is the difference between the first two partitions named above? Thanks for any info.

Recovery partitions are usually incorporated into prepackaged PC's. They usually hold the pre-installation system drivers and operating system to fix your current installation or to revert back to the default installation. Your main "C" partition is where everything you install on your computer will reside.

And vice versa, I can't get into my droid from plugging it into my computer (win 7 starter). Any ideas?

You might need to download the drivers so you can connect your phone to your computer. There is plenty of info about that on the net.
Or you can get a micro SD card adapter, and connect your sd card to your computer.
There are also bluetooth file transfer apps you can download from the market, if your laptop has bluetooth.
