For example if you sign into a site once or twice using a password and try to go back but you've forgotten the password and info you need to retrieve it from the site is there a way you can retrieve it from your computers history or something like that
Answer
Most websites offer you to send you the password by giving them some of the info you gave when you registered. Look out for the "Forgotten Password?" link.
You can check the history of the sites you've recently visited just in case it shows it but any good site won't allow you to. If you want to try www.tucows.com you can find a program that allows you to retrieve passwords.

If you use Windows Vista and you delete one of the user accounts, is all info pertaining to that user erased?

I mean on the hard drive. Like everything, pictures, documents, anything on the computer history.
Answer
No, not necessarily. The personal "My Documents" for that user should remain, along with history and other things, unless explicitly deleted.
