I want to know some things.
1. Can I dual boot windows linux and windows xp on a pc I make?
2. Since I need 2 hard drives, do they need to be the same size memory and brand?
3. Which is better? Linux or xp?

DO NOT, I repeat DO NOT put Linux in the same hard drive with Windows. Windows will mess it up.

1. Can I dual boot windows linux and windows xp on a pc I make? Yes you can, but make sure Windows is "master boot drive". NEVER make Windows the "secondary drive" or Windows won't work and cause a whole host of problems.

2. Since I need 2 hard drives, do they need to be the same size memory and brand?
NO. It could be different HDD drive space for the hard drives.

Memory is for the whole computer, not for each individual hard drive. Brand name does matter, just what you prefer to use.

3. Which is better? Linux or xp?
Linux is better: Linux is more stable and more secure than any version of WINDOWS!

Windows is worst in hard drive management and everything else. Linux is better. Linux doesn't use letter for hard drives but a different convention. and Linux is much different than Windows. Linux has many distributions, where in Windows it's called "versions". Windows versions are actually different versions of the same platform, whereas it's different in Linux. In Windows, it's goes by different names: Windows, 3.1, Windows 95, Windows 98, Windows 2000, Windows NT, Windows XP, Windows Vista, Windows 7, Windows 8(?), etc... In Linux, it's actually different distributions and each distribution has it's own version number. Each distribution or "distro" goes by different names such as Ubuntu, Fedora, SuSe, etc... An odd numbered distro version = a beta or unstable version, an even numbered distro version = an alpha or stable version.

From my understanding there are several operating systems that run on the Linux platform. Which is the best one?

(I know a lot about computers but Linux is not my area of expertise. I am planning on a getting a new computer and possibly dual booting if I get some info about Linux.)

There is no "best" linux.
That is like asking what is the best car. Best for speed? gas mileage? handling? durability? appearance? price? No one car is best in all categories. No one linux is best in all categories. You have to decide how you are going to use it and try to get a good one in that category. Some linux distros excel as servers, others as database handling, or using scientific data, programing development, multimedia, speed of processing, security, etc.
You can use the drop down box and find linux distros that fit different categories. Even among desktop distros there are a lot of "speciality" versions that emphasize security, speed, multimedia, home theater, ease of use, stability, compiling all programs, etc. No one desktop distro is best at all of them.
If you are new to linus your best course would be to start with one that is easy to install and use. Linux is very different from windows and you have to learn some new terminology and ways to do things with linux. After you are comfortable with that you can try some other more specialized distros that meet your needs.
ubuntu or Linux Mint are good to start with but then if you want stability (debian) or security (selinux) or if you want to be able to compile all your programs (gentoo), or if you want to use it for a home theater (mythtv), or become a hacker (backtrack)
