I can't start up the computer at all. Not even in safe mode.
I would reinstall windows OS but the problem is on one of those mini laptops that don't have a cd drive. I'm in a predicament here. What else can I do?

Try this: start up your computer and hit the F8 key on your keyboard as it's booting. The Windows Advanced Options menu should appear and you can use your keyboard's arrow keys to scroll down to the "Last Known Good Configuration (your most recent settings that worked)". Once you've got it highlighted, press Enter. Hope it will works. http://support.microsoft.com/kb/307852
Do you have usb? May be try to load from it?
Another option is to attach your harddrive to another computer as a slave drive and to copy windows installation to it's harddrive.

computer virus help?! please!!!?
okay so i have McAfee on my computer as an anti-virus software. I clicked on a link on a website and it gave me a virus i think. There is an internet window that keeps popping up saying that my computer is infected (not from McAfee it says Windows Security on it) . but i had McAfee do 2 scans. They both said that there were no problems. Earlier i got hacked i guess because on facebook it showed that i had posted a link (i'm guessing that also carried a virus) on my profile but i didn't post it. please help me i'm a little freaked out to say the least! i changed all my passwords on my emails and facebook. any help?! (need anymore info just ask!)

Download and install the free version of Malwarebtyes anti-malware its a very effective malware remover, once installed update it and run a quick scan, remove anything it finds.

If you downloaded but are unable to install Malwarebytes its likely the malware on your computer is blocking it in some way, try renaming mbam.exe to a random string of letters or numbers as the malware may be designed to block mbam.exe.
If you are still unable to install or download Malwarebytes try Hitman Pro its far less likely to be blocked, it scans with 5 different anti-virus engines at once, simply activate the 30 day free trial once you PC is clean remove it, if you are unable to get to either of the websites please email me for advanced instructions on how to check your "hosts" file and device manager for malware.
