I think my computer has a virus, so if I backup the info on it, will I pick up the virus too on the backup, only to reinstall it on my new computer?

Yes. Depending on what the virus has infected and what you are backing up.
If you are planning on formatting your computer then absolutely back up your important files... but do not bring them back onto the cleaned computer until you have a proper security suite (antivirus, firewall, antispyware, etc) installed from a RELIABLE vendor (like McAfee or Norton) that is properly configured and COMPLETELY up to date.
Then you can let the security program scan the files and attempt to clean them if that is possible before bringing them back onto the machine.
If you have programs then you do not need to back them up as you should have their installation cds or you can always redownload them again assuming you ensure you have proper security this time.
I would also recommend you ensure that you run windows updates until everything is completely up to date, rebooting and going back to the site until everything is up to date and then ensure it stays that way.

I'm wanting to backup my personal info onto a disk/ cd or foppy before I give my computer away.?

I just want to make sure that none of my personal info is left on the hardrive. account #'s, banking info, etc. What's the best way to do this? What's the best way to "backup" my personal info. "Procedure?"

You can save the stuff on a disk or external Hard drive.
however Personally I would never give a system away with a hard drive in it. That way you can be SURE they will not have a way to get bank info
i never save that type stuff on a computer but a way to clean it is to find a really good cleaning program and run it a few times.
Just reformating does NOT get the info off Some can dig in and get it back. i have included some good info for this below
