I want to shutdown another computer remotely, but I want to do it to a computer outside of my network. Is there anyway to do that and if there is, how?

** messing about with other people's computers is not nice. It can damage data, it can cause hardware damage, and it is probably illegal. I am helping you because I believe most people will "do the right thing". Maybe you are helping your old grandma, and you want to shut down her computer remotely. Maybe you are taking a class, and all you need is the answer.

If you can send net commands to that other computer.. use the command-line shutdown
(assuming your source and target both have Windows 2000 or newer)

The syntax varies just slightly between versions..
Another way is to install an adapter between the computer and the AC wall outlet.
You can get remote-control adapters at lots of places.
If you get one that is network controlled.. you can just "unplug" that machine by sending the right command.

My soon to be Father in law just discovered limewire. Hes downloading tons of stuff and i have terrible lag. I have a Cisco Linksys WRT54G2 Wireless Router. I can supply any other info needed. Im computer smart, but not networking smart.

What you are looking for is called "network traffic shaping" and on home/residential routers, that usually is implemented using Quality of Service or QoS settings. Essentially, you specify by traffic type (e.g., HTTP vs email vs FTP) or MAC address/IP address. Looking at the manual for the WRT54G2 from http://homesupport.cisco.com/en-us/wireless/lbc/WRT54G2 under the Downloads tab and for version 1.0 of the router, that starts on page 18 of the User Guide. As a nice additional way to set it, the WRT54G2 also allows you to set QoS for the Ethernet ports (from 1 to 4). The type of traffic is set by identifying the application name and/or port number. For example browsers use ports 80 and 443 for HTTP and HTTPS, respectively. You could set those to High Priority to make sure the router gives them preferential treatment. You can also set the quality to lower than normal to give that type of traffic, MAC/IP address or port a lower routing quality. That means that traffic will only be serviced when there is no Normal or High priority traffic to route. (Anything not set at all by any method defaults to Normal priority.)
Unfortunately, Limewire uses a whole range of ports, so that's not the way to approach this. What I would suggest is to set either the Ethernet port (if the computer is connected directly to the router on one of the four ports as opposed to using a wireless connection) or the MAC address (which is what I would use). Either of those choices will lower the priority of all traffic coming from/going to that port/computer.
A MAC address is a hardwired identifier baked into every Ethernet port. It is independent of the IP address and doesn't change even when the IP address does. It is intended to uniquely identify a machine by Ethernet port. (However, there are ways to spoof it if you know how.) You can find out the MAC address of a machine by opening up a command window and running the command ipconfig /all at the command prompt.
Open a command prompt window by using the Start menu and then choosing Run... (It should also be an icon under the [All] Programs menu -> Accessories sub-menu as the name Command Prompt.) Into the Run...'s Open line, type cmd and hit OK. Then type ipconfig /all and look for the line labeled "Physical Address" or something like that. The value you are looking for has the form 00-11-3A-5E-F0-02 or a string of six hexadecimal bytes.
You can either run that on your father-in-law's machine or run it on all others and eliminate the ones that aren't his. The list of MAC addresses presented by the WRT54G2's Device Priority QoS settings should list all connected machines at the time you open the menu. Pick the offending MAC and set the priority to Low. On the WRT54G2, the QoS settings are on the Applications & Gaming tab.
You should also encourage your future father-in-law to get his own Internet connection (or you should sign up to get your own). In the US, the MPAA & RIAA have been aggressively tracking file sharers. By default Limewire will start sharing what it has received. That can be shut off, but some sharing sites won't share to non-sharing clients, so most people don't (or don't know how to) shut it off.
If the MPAA or RIAA latches onto your IP address, they will send a letter to your ISP stating that someone at a particular date/time and IP address has violated the DMCA. Your ISP will take the date and time indicated and map it to the customer using that IP address (i.e, you) at that time. That customer's Internet account will then be closed. Period. Permanently. The ISP will probably send you a letter indicating why the account was close. The ISP will not attempt to defend you or refuse to comply with the DMCA unless they are willing to become legally liable. They aren't. There is currently no way to appeal nor does the MPAA RIAA have to go to any court to actually prove said copyright violation. It's all part of the wonderful DMCA.
