I sent an IP address and a mountain of evidence to convict someone of identity theft of using my Credit Card and another federal crime of hacking into my email. They said it's enough for a conviction and will get the name and address and arrest the person. I gave them the ISP and all they had to do was call up and get the info about the IP I provided from them. This was months ago. I called them today and they said the ISP is getting around to getting the IP. I know they can do it INSTANTLY, can't they?
You seem to have misread my question. I have the IP address and the ISP that it belongs to. There is no guessing.

No, they can't do it instantly.

They need to prepare a search warrant for that information. An assistant District Attorney must approve the warrant and then the Police need to get a Judge to sign it. They then must send to the service provider (assuming that they will accept an out of state warrant), who will then, at their leisure, process the the warrant in their legal compliance unit. Then, the service provider's legal compliance unit will send the information to the police.

Some service providers do NOT accept out of state warrants, and the police must forward this info to a department in the same jurisdiction as the service provider. Then that department must get a search warrant from one their Judges, and serve it on the provider.

In the long run, you are at the mercy of the service providers legal compliance unit and the Courts, not the police.

Then even if the Police do get the information, they will have to prepare an affidavit of probable cause to arrest and have that approved by an Assistant District Attorney. Then they can get a warrant from a local Judge to arrest the accused person. If the ADA does not like the probable cause they have included in the warrant, he/she can send it back for further investigation.

Also, as far as the "Federal Crime" State and local police do not have the jurisdiction to arrest for violations of Federal Law (just like Federal agents don't the authority to arrest for violations of state law). If for some reason, they decided to pass the case on to the FBI, you willwait even longer because they need approval from an Assistant US Attorney and the case must go before a Federal Grand Jury for an indictment.

Also, even if they identify the computer used to commit these crimes, they need to positively identify the peson who was actually in control of it when the crime was committed.

Unfortunately, televison gives a very untrue view of what takes place in a criminal investigation.

I looked up my computer's IP address from the same computer on the same connection about a minute apart. One website told me I had a certain IP address. Another website told me I had a different IP address. How accurate are websites that claim to be able to tell you your IP address?

Extremely accurate unless they're a hoax
You see to get to a website your computer send's it's IP Adress and the website responds by sending info.
If you look under the connection tab it'll say "amount sent and received" and sent would be the IP Adresses.

These website simply collect this IP Adress and show it to you
