I have all these files containing strange info like (and can I delete them without any affect):

my gosh no please trust me anything in the WINNT folder or in the SYSTEM32 folder is the actual computer files if you delete them you will run into a lot of trouble because your computer wont be able to start without the operating system files DO NOT DELETE THOSE FILES AT ALL trust me

If you are just tooling around the internet and just checking different sights out and not downloading stuff does that get stored in your computer? and if so where would you go to review that info?

It is in your history folder. If you are using Internet Explorer and don't have a History tab on your top bar, go to View, then Explorer Bar, then History. It will show where you've been, and you can delete what you don't want other people to see, or else find the site you wish you could remember.
Another thing that happens is that cookies get stored in your Temporary Internet Files folder. Do a search for this folder if you want to delete your cookies. OR, you can go to Tools, then Internet Options, then General, and hit Delete Cookies.
