I've been told that a computer is assigned an IP address, but I was wondering who or what gives the number to the computer.

The router normaly is the one to assign the IP(Internet Protocol) Address. But the computer can also set the IP if instructed or needs a Static ip.

What is it, where can I find what mine is, how can I find out what other people's is, is it ok to tell people my IP address, can someone find out my IP and then send me a virus or something like that? Any other info about IP addresses is appreciated. Thx!

An IP address is like a computer's (or network's) virtual address, each IP is unique. you can find out what yours is by going to showmemyip.org (you can find your internal network IP by start>run>cmd>type in "ipconfig"). You can find out someone else's IP by connecting to their computer and using the netstat command in command prompt. there really is no need to tell someone your IP address, you shouldn't it will just make you a target. Yes someone can find out your IP address if you make a connection to them or anything where they have access to (ex. websites store IP addresses of visitors). They can send you a virus either by finding an open, vulnerable port or by sending you something that has to be accepted.
