Also, what about those "IT" people that supposed manage a school's internet system? What do they study?
And, finally, what is software development and what do they study?

courses which tend to wreck cumulative gpa, then those ppl change major to
'management info system/mis'
cs = programming + computer component theory (operating system) + discrete math + design analysis algorithm
mis = programming + business

- maybe 'management info system' plus certifications such as :
- network : ccna certifications, juniper certifications
- email server : microsoft exchange certifications
- active directory : microsoft active directory certifications
- desktop support : mcdst
And, finally, what is software development and what do they study?
- the process of making software which include requirement gathering, planning, coding, testing, maintenance/support (agile, scrum, waterfall, etc)

I have a class project with a fake 1500.oo budget and i need to make a list of computer parts to make the best computer possible without going over budget. Can anyone help me?

Since it's fake money and you don't have to worry about getting decent tech support and such, you can concentrate on price.
Go to www.pricewatch.com and you can go through all the parts you need by price and get the most bang for your fake buck...!!
Since you're not worried about finding reliable companies or anything like that, just pick the cheapest prices for the most powerful components and you should be able to put together a pretty powerfully spec'd out system.
